Peace River Regional District (PRRD) retained SHA to undertake a comprehensive efficiency review of its solid waste operations including 32 transfer stations, 3 recycling depots, 4 landfills and several different waste collection and hauling systems. The review, completed by SHA in partnership with Owen Carney of Carney’s Waste Systems involved :
- Tours of many of PRRD’s waste management facilities
- Investigation of system performance and costs that was compiled from scale data, annual reports and annual budgets.
- Computer model of the entire PRRD waste system was constructed and calibrated to ensure that it replicated actual system costs for each waste system element.
- A review of the urban collection program for Fort St. John, Dawson Creek and Chetwynd established that an automated curbside collection program for refuse and mixed recyclables would result in maximum efficiencies, reducing current system costs in half while increasing the level of diversion in the communities
